Help
Choose an election and, if needed, an earlier election under Compare with. The Map colours every area by one measure; Table ranks those same areas. One place shows an area’s result, history, political groups, polling stations and census context. Outside the map explains votes included in national totals that cannot be drawn as map areas.
A comparison can show an area’s raw change or its change relative to Serbia. The latter subtracts Serbia’s change. Over time spans every available election of the selected kind; its period is printed beside its changes.

Method and definitions
- List vote share
- Votes for a list divided by all ballots in ballot boxes, including invalid ballots. It is not a share of valid votes.
- Turnout
- People who voted divided by registered voters. Registered voters per 100 resident adults is shown separately; a ratio above 100 cannot identify its cause by itself.
- Winning margin and change
- Margin is the leading list’s lead over the runner-up in percentage points. A change in a percentage is also in percentage points. For leading-list share, the leading list can differ between elections.
- Political groups
- An editorial connection of election lists across years, with notes and confidence levels. A missing election is a gap, not zero. The version appears where the figure depends on this classification. Version 1.3 connects the lists of 2007 and 2008 whose continuity is clear.
- Groups and the parties scholars know
- Each group names the parties that define it in Party Facts, which gives parties one identifier across the academic datasets (Döring and Regel 2019, Party Politics 25(2)), so the grouping can be set beside them. Two are not linked, and say so: the main opposition coalition, whose 2022 and 2023 coalitions Party Facts does not hold, only some of their parties; and the Albanian minority lists, since which of them Party Facts' one Albanian minority party stood in is not established. None of the groups is set beside ParlGov's party families, which do not cover Serbia. Zavetnici and Dveri are two parties there and one group here, summed since they ran together in 2023.
- Polling-station locations
- Some are observed addresses; others are placed by matching older stations or by settlement. A settlement point is not proof of an exact building. The Stations view gives coverage and inference notes.
Census measures use the 2011 census for 2000–2016 elections and the 2022 census from 2020. Adults on an election’s day are interpolated between the 2002, 2011 and 2022 censuses, with known gaps; no line is drawn back past the first, and 2000 reads the 2002 census, counted fifteen months later. The selected election’s date and each view’s comparison period are shown in Glasovi.
Metod i definicije
- Udeo glasova liste
- Glasovi za listu podeljeni svim listićima u kutijama, uključujući nevažeće. Nije udeo među važećim glasovima.
- Izlaznost
- Prednost pobednika i promena
- Grupacije i stranke u akademskim bazama
Prikaz biračkih mesta navodi obuhvat i pretpostavke.
Sources and limits
Results of the parliamentary elections of 2000–2022 and the presidential elections of 2002–2022, and the published 2023 area totals, come from the Statistical Office of the Republic of Serbia (RZS). The 2023 polling-station records come from the Republic Electoral Commission (RIK). The names, addresses and areas of the April 2022 polling stations come, where they can be linked, from the municipal election commissions' decisions for the referendum of 16 January 2022, which RIK publishes. Census and population tables also come from RZS. Glasovi joins published units, calculates shares and comparisons, and documents source exceptions; neither body endorses Glasovi.
Map geometry derives from geoBoundaries and OpenStreetMap under ODbL. Settlement names use GeoNames under CC BY 4.0. Map boundaries mix snapshots from different dates and are not cadastral boundaries.
The exact terms for the RIK 2023 station data are still being confirmed. RIK's website names a noncommercial, no-derivatives licence for its web presentation; whether that covers the station responses and derived data is unclear. RZS separately permits reuse with attribution and a note of changes. A complete source-file bundle is not offered here while the RIK question remains open.
Izvori i ograničenja
Nazivi naselja koriste GeoNames pod CC BY 4.0. Granice spajaju snimke različitih datuma i nisu katastarske granice.
What the data lacks
Glasovi reproduces the official sources as they publish them. Where they leave something out or contradict themselves, and where Glasovi has to infer or judge, it says so beside the figure; this section gathers it in one place. Nothing is corrected silently: where a source disagrees with itself, the published figure is kept and the difference named.
Across elections
- An election not yet read
- The presidential election of June 2004, held on 13 and 27 June, is not in Glasovi yet. The statistics office publishes it by polling station, but its workbook has not been read.
- Polling-station names and addresses
- The elections of 3 April 2022, parliamentary and presidential, print none. For 7,122 of their 8,115 stations Glasovi shows the municipal decision for the referendum of 16 January 2022 instead, linked by name, address and electorate; for most of the rest, the same-numbered station of 2020, marked as not confirmed. Their 29 prisons are named from the same referendum, numbered alike; their 77 stations abroad stay unnamed. 2023 gives names but no addresses; 2000, 2007 and 2008 give venues without addresses.
- Where stations are on the map
- A station is drawn at its settlement, found by name, never at a building. Where a source gives no address it is placed where the same-numbered station stood in another election, and marked so. Stations that cannot be placed at all range from about 170 an election (2014–2020) to 4,565 (2000).
- Counts some sources do not print
- Ballots and invalid votes are worked out, not printed, for the parliamentary election of 2003 and the presidential elections of 2002 and 2003, and invalid votes for the presidential election of 2008; the invalid-ballot measure is not offered for them. Voters abroad and in prisons are not printed at all for 2000, 2003 and the presidential elections of 2002 and 2003, and only as totals in 2007 and 2008.
- Where a source disagrees with itself
- Serbia’s own registered-voter row differs from the sum of its parts in 2007 (47,584 fewer), 2008 (66,006 fewer), 2012 (870 more), 2014 (2,774 fewer) and 2016 (17,395 more), and in the 2012 presidential rounds (490 more, then 1,979 fewer). The published figure is kept.
- People
- Population on an election’s day is worked out between the censuses of 2002, 2011 and 2022, or taken from the 2023 estimate. Census characteristics are from 2011 and 2022 only. The 2011 census was largely boycotted in Bujanovac and Preševo. None of these censuses counted Kosovo and Metohija, so it has no population figures.
- Political groups
- Grouping lists into political groups is Glasovi’s own judgement, and covers only some lists: none in 2000 or 2003 or for any presidential candidate, and from 7 of 20 lists (2016) to 14 of 19 (2022) in the elections between. Anything read by group covers only those.
- Places and boundaries
- The map’s boundaries are today’s, drawn for every election. Surčin, founded in 2004, shows Zemun’s result in 2000 and 2003, whose sources count it with Zemun. Kosovo and Metohija’s municipalities are merged from a hand-traced replica of the cadastral settlements, whose reuse terms are not known.
Election by election
What each source gives and lacks, as Glasovi says beside its results.
Parliamentary elections
- 2023 · 17 December 2023
- Republički zavod za statistiku, 2024; polling-station results (8,273 stations) from the Republic Electoral Commission, which add up to the publication exactly.
- 2022 · 3 April 2022
- RZS polling-station workbook (8,267 stations), summed by official municipality code. National totals match the published RIK final results. It prints no station names or addresses: 7,122 stations are named from the municipal decision for the referendum of 16 January 2022, where a chain of name, address and electorate links them, and most of the rest from the station of the same number in 2020, marked as not confirmed.
- 2020 · 21 June 2020
- RZS polling-station workbook (8,433 stations, final including repeat voting on 1 July 2020), checked against every territory subtotal in the source and the published national results. The main opposition coalition boycotted this election.
- 2016 · 24 April 2016
- RZS polling-station workbook (8,377 stations, final including repeat voting on 4 May 2016), checked against every territory subtotal in the source and the published national results. Registered voters inside Kosovo and Metohija do not reconcile in the source and are taken from its regional total; ballots and votes reconcile exactly everywhere. See the matching report.
- 2014 · 16 March 2014
- RZS polling-station workbook (8,387 stations), checked against every territory subtotal in the source and the published national results. Every district and municipality row reconciles exactly, Kosovo and Metohija included; only the source’s own national registered-voter row falls 2,774 short of the sum of its parts, and the published figure is kept. See the matching report.
- 2012 · 6 May 2012
- Two publications of the same election: a Republički zavod za statistiku publication, read from its printed tables, which gives each municipality its published total, and the results workbook, which gives all 8,391 polling stations with a directory of their names and addresses. Every printed percentage was recomputed from its counts, and every one of the 240 published totals was checked against the stations summed from the other publication. The directory lists no name for 37 stations and no row at all for one. The eighteenth contestant was the electoral list “Nijedan od ponuđenih odgovora”, submitted by a party that the Republic Electoral Commission recognised as a national-minority party — which is how it won a seat with 0.59% of the voters, below the 5% threshold. The workbook prints it among the others in ballot order. See the matching report.
- 2008 · 11 May 2008
- RZS polling-station workbook (8,525 stations, each named by its venue, with no address), checked against every territory subtotal it prints; every seat was reproduced from the votes. Abroad and the prisons are printed as totals only, and so are the internally displaced voters of Kosovo and Metohija, so none of their stations is known. Serbia’s own registered-voter row is 66,006 below the sum of its parts, the voters on special extracts of the roll, and the published figure is kept. Its census measures read the 2011 census, the nearer one, as 2016’s do. Its population on its own day is worked out between the 2002 and 2011 censuses. Eleven of its 22 lists are connected to political groups (classification 1.3); the rest, Za evropsku Srbiju among them, stay official lists, for reasons the classification records.
- 2007 · 21 January 2007
- RZS polling-station workbook (8,462 stations, each named by its venue, with no address), checked against every territory subtotal it prints; every seat was reproduced from the votes. Abroad and the prisons are printed as totals only, so their stations are not known. Serbia’s own registered-voter row is 47,584 below the sum of its parts, the voters on special extracts of the roll, and the published figure is kept. One station, Barajevo’s 24th, prints 1,037 ballots in the box against 1,040 invalid and valid, as do the totals summed from it. Its census measures read the 2011 census, the nearer one, as 2016’s do. Its population on its own day is worked out between the 2002 and 2011 censuses. Eight of its 20 lists are connected to political groups (classification 1.3); the rest, DS among them, stay official lists, for reasons the classification records.
- 2003 · 28 December 2003
- RZS polling-station workbook, in Cyrillic (8,589 stations with their venues and addresses), checked against every one of the 210 territory subtotals it prints; every seat was reproduced from the votes under that year’s rules, with no exemption for national-minority lists. It prints no ballot counts, only the voters who turned out and each list’s votes, so Glasovi takes the voters who turned out as the ballots cast and the rest beyond the lists’ votes as invalid: both are derived here. It prints no voters abroad and no prisons. Niš is printed as Niš and Niška Banja, and its area shows the whole city; Surčin was part of Zemun, and its area shows Zemun’s result. Five stations at the end of a municipality carry the next heading’s name and are placed by their numbers. Its population on its own day is worked out between the 2002 and 2011 censuses, and its census measures read 2011’s; none of its 19 lists is connected to a political group yet.
- 2000 · 23 December 2000
- RZS polling-station workbook (8,655 stations, each named by its venue, with no address), each municipality identified by its statistical code; its text is in YUSCII, the old encoding that wrote Serbian letters on ASCII signs, and is decoded here. The stations add up to its national total exactly, and every seat was reproduced from the votes under that year’s rules, with no exemption for national-minority lists. It prints no voters abroad and no prisons. Niš and Novi Sad are printed whole, and Surčin was part of Zemun, whose result its area shows. Its population is the 2002 census’s, counted fifteen months later, and its census measures read 2011’s; none of its 8 lists is connected to a political group yet.
Presidential elections
- 2022 · 3 April 2022
- RZS polling-station workbook of the presidential election (8,267 stations, the same as the parliamentary election’s that day), summed by official municipality code. National totals match the published RIK final results: 6,502,307 registered, Aleksandar Vučić 2,224,914 votes. It prints no station names or addresses: 7,122 stations are named from the municipal decision for the referendum of 16 January 2022, where a chain of name, address and electorate links them; the rest have no name.
- 2017 · 2 April 2017
- RZS polling-station workbook of the presidential election (8,396 stations, each with its name and address), by official municipality code, abroad by country. Its stations add up to RIK’s published result: Aleksandar Vučić 2,012,788 votes.
- 2012, run-off · 20 May 2012
- The run-off sheet of the RZS results workbook of 2012 (8,391 stations, named and addressed in its directory), each count checked against the national row the sheet prints. That row’s electorate is 1,979 below its stations’, and is kept.
- 2012, first round · 6 May 2012
- The first-round sheet of the RZS results workbook of 2012 (8,391 stations, named and addressed in its directory), each count checked against the national row the sheet prints. That row’s electorate is 490 above its stations’, and is kept.
- 2008, run-off · 3 February 2008
- RZS polling-station workbook (8,573 stations, each with its venue and address in one cell), checked against every territory subtotal it prints, abroad by country and the prisons included. It prints the ballots but no invalid or valid votes: the candidates’ votes are the valid ones and the rest of the ballots invalid, so the invalid-ballot measure is not offered.

Šta podacima nedostaje
Sajt Glasovi prenosi zvanične izvore onako kako ih oni objavljuju.
- Nazivi i adrese biračkih mesta
(47.584 manje), 2008. (66.006 manje), 2012. (870 više), 2014. (2.774 manje) i 2016.
- Mesta i granice
